RIIWHS302E Traffic Control and Implement ​Traffic Management Plan

COURSE OUTLINE

This unit describes the skills and knowledge required to set out, monitor and close down traffic management plans and traffic guidance schemes in civil construction.
It applies to those working in supervisory roles. They generally work in teams in live traffic environments and hold some responsibility for the outcomes of others.
Licensing, legislative and certification requirements that apply to this unit can vary between states, territories, and industry sectors. Users must check requirements with relevant body before applying the unit.

Note: The terms Occupational Health and Safety (OHS) and Work Health and Safety (WHS) are equivalent and generally either can be used in the workplace. In jurisdictions where the National Model WHS Legislation has not been implemented registered training organisations are advised to contextualise the unit of competency by referring to the existing state/territory OHS legislative requirements

What you will learn:

Preparing to implement traffic management plan –

  • Determining worksite requirements and scope of traffic management plan and traffic guidance scheme
  • Identifying and addressing and controlling potential risks, hazards and environmental issues
  • Validating suitability of traffic management plan and traffic guidance scheme and confirming requirements are met
  • Ensuring personnel are resourced and receive instructions to implement traffic management plan and traffic guidance scheme
  • Confirming communication requirements are addressed

Setting out traffic guidance scheme –

  • Installing and inspecting signs and devices according to the traffic guidance scheme
  • Inspecting traffic guidance scheme and authorising work crew to proceed
  • Confirming work crew are protected from worksite hazards

Monitoring traffic guidance scheme –

  • Confirming traffic flow is being monitored by required personnel
  • Applying adjustments to traffic guidance scheme if necessary, to maintain required traffic flow
  • Monitoring work activities and applying required measures to ensure work crew and road user compliance
  • Procedure for reporting offending motorists

Closing down work activities –

  • Removal or covering of signage, devices and equipment as required
  • Checking, cleaning, maintaining and storing tools and equipment
  • Finalising traffic work zone and closing down work site

Assessment

  • Participants will be required to successfully complete a written assessment.
  • Upon returning to the workplace the participant is required to implement a minimum of three (3) traffic guidance schemes as per the state legislative requirements.
  • The participant must have a qualified employer representative sign off on the three (3) schemes and return to Baker Ebert.

Participants will receive a wallet card and an electronic copy of their Statement of Attainment.

Entry Requirments

This unit has no pre-requisite or co-requisite units, however Baker Ebert has the following admission requirements:

  • minimum of 18 years of age
  • Applicants must satisfy the Language, Literacy and Numeracy requirements as outlined below
  • Experience working on sites which utilise traffic control is preferred however this is not mandatory

Duration & Mode of Delivery

Classroom Based Face to Face

  • Part 1: Face-to-face approx. eight (8) hours theoretical training and assessment. 
    An open book written assessment focusing on the participant’s ability to read and interpret the Manual of Uniform Traffic Control Devices Part 3 (MUTCD). Participants must complete all of the activities within the participant activity/assessment booklet and a minimum of two simulated in-class setups. These activities and assessments are to be completed throughout the course on the day as a formative assessment process. 
    Part 2: Practical Assessment on live job-sites – To be completed after the eight (8) hour training session.
    Participants are required to produce documented evidence of 3 separate signage setups of varying complexity on live job-sites. For example: detour, shoulder work, merge lane closure, contra-flow (part road closure), frequently changing work site, mobile works etc.) One of these setups must include controlling site construction vehicles.

Online Training:
Part 1: Six (6) hours theoretical training and assessment.

Can this course be held on site?

Yes practical training and assessment can be run on site and will involve a series of scenarios in which the trainees set up traffic control devices (such as signage, hats and bollards) and use a stop-slow bat to guide a car through each setup. Therefore, it is critical that the RTO has access to an area which is:

  • A minimum of 10m x 25m
  • Large enough that a car can drive from one end to the other and complete a u-turn at each end
  • Safe for our trainer and your staff (appropriately sectioned off with no other pedestrian, vehicle or machinery access)
